Building Services
Weaver Engineering can provide various building services to support design projects ranging from water and wastewater treatment facilities to commercial, residential and industrial site development and industrial parks.
Construction Administration and Observation
Weaver Engineering has provided construction administration and observation services for literally thousands of projects. Our research is thorough, our specifications are prepared to high standards, and our long-standing, amicable relationship with regulatory agency personnel allows us to move through the permitting process in a timely manner. We have the capacity to quickly and diplomatically resolve any issue that may arise. Weaver Engineering can expertly prepare required documentation and help coordinate the bidding process. We also have an excellent track record of helping to select the appropriate contractor for a given job. As part of these services, Weaver Engineering provides drawings and contract documents for bidders to review, and we fully participate in pre-bid conferences and bid openings. Once work is underway, we evaluate all submissions from contractors and make recommendations in the best interest of our client. Appropriate contract documents are executed, and all required plans and paperwork are submitted to the contractor. Over the course of construction, Weaver Engineering reviews contractor submittals and pay requests, makes scheduled visits to project sites, and provides field reports in accordance with our client's needs. Weaver Engineering employs highly experienced construction observers. Our Project Representatives have decades of experience providing construction observation services in the field and are tenacious in their efforts to ensure actual construction and materials used in the field meet the parameters and specifications of the project's design and guidelines. The relationships our Project Representatives maintain with local contractors are an asset to each project.
Regulatory Compliance
Perhaps the greatest asset that Weaver Engineering provides our clients is our rapport with local, state, and federal permitting agencies. Through our history of work on thousands of engineering projects, Weaver Engineering has gained extensive experience with all state and federal agencies that hold regulatory authority over our clients' projects. Our permitting success results from proper initial permit preparation, relationships with regulatory personnel, and regular follow-ups to help ensure permits are issued within the time frames needed to meet our clients' schedules. Weaver Engineering works regularly with the South Carolina Department of Health and Environmental Control (SCDHEC), the National Oceanic and Atmospheric Administration (NOAA), the United States Army Corps of Engineers (USACE), the Environmental Protection Agency (EPA), and the South Carolina Department of Transportation (SCDOT), as well as a variety of other agencies to obtain permits for projects throughout the Southeast. For projects involving greater permitting complexity, Weaver Engineering employs a full-time, dedicated Permitting Specialist with extensive experience preparing right-of way encroachment permits for roadways, railroads, South Carolina Budget and Control Board Easement applications, and more. Weaver Engineering also employs an Environmental Health and Safety Manager and a Hydrogeologist who have extensive experience working with the SCDHEC, the USACE, the U.S. Fish and Wildlife Services (USFWS), the South Carolina Department of Natural Resources (SCDNR), and other state and federal regulatory agencies. By staying abreast of current regulations through training, publication subscriptions, and professional memberships, Weaver Engineering provides our engineers and clients with the information required to effectively comply with, as well as develop proactive approaches to, the latest legislative developments. Weaver Engineering also provides professional services for environmental compliance. Preparing and integrating environmental compliance programs into an organization's infrastructure is a demanding, time consuming, and complex process. Financial Analysis and Rate Studies
Weaver Engineering has developed financial analyses including rate studies, impact fee development, and capital expenditure programs for a number of clients. Weaver Engineering's objective during the development of rate schedules is to ensure the rate structure will attain the maximum degree of equitableness among customers, while being consistent with local practices and conditions. The establishment of an adequate rate schedule should reflect the cost of providing that service to different classes of customers. In order to conduct a sound analysis of the adequacy of charges, Weaver Engineering allocates the costs among customers commensurate with their service requirements in order to recognize differences in costs of furnishing service to different types of customers (residential, commercial, and industrial). Weaver Engineering then develops rates to recover the cost of services equitably from each class. Additional components of a rate study may include impact fee development, wholesale rate development, and capital expenditure programs.
Grant and Loan Administrative Assistance
Weaver Engineering helps clients find grant and loan funding for projects, and provides assistance on projects from concept through construction, including administration that complies fully with funding agency rules and regulations. We have staff with experience in every major federal and state grant and loan program, including the U. S. Environmental Protection Agency (EPA), Economic Development Administration (EDA), USDA Rural Development Administration (RDA), Community Development Block Grants (CDBG), Clean Water and Drinking Water State Revolving Funds (CWSRF and DWSRF), S. C. Rural Infrastructure Fund (RIF), and many other specialized funding programs offered by state and federal agencies. Weaver Engineering is familiar with these programs, their eligibility requirements, processes and documents, and we have good working relationships with the key administrative people who staff the funding agencies. We prepare competitive applications, resolve problems that may arise during projects, negotiate required changes, and help to keep projects on track. Our detailed knowledge saves clients time and expense, and assures that projects get the thorough administrative assistance that the funding sources require.
Wastewater Treatment

Weaver Engineering has nearly a century of experience working with wastewater treatment facilities, ranging in size from 1 million gallons per day (MGD) or less, to 60 MGD. We have designed new wastewater treatment plants from the ground up, and we have completed numerous upgrades and/or expansions of existing wastewater treatment plants. In addition to our design and construction administration expertise, we also provide consulting services related to plant process optimization, troubleshooting, safety, and regulatory compliance.

Our wastewater treatment design experience includes facilities designed to meet the most stringent effluent requirements including tertiary limits for reuse water purposes such as wetlands nourishment and golf course irrigation. In addition, Weaver Engineering has designed many facilities that treat both industrial and domestic wastewater. Our wastewater treatment experience includes the design of enhanced biological nutrient removal, and ultra-violet disinfection systems. Our sludge treatment facilities design includes sludge dryers, incinerators, and solids reduction systems. Wastewater Collection Systems

Weaver Enigneering provides clients with expert engineering services for projects involving wastewater collection systems. Our line projects encompasses a full range of sizes and lengths, and have overcome design and permitting challenges such as bridge and wetlands crossings, sub-aqueous line construction, tunneling under rail line and roadways, horizontal direction drilling, crossing high-pressure gas mains, and crossing other public and private rights-of-way.

Weaver Engineering can provide master planning and studies to establish criteria for economical long tern design solutions of collection systems. With the availability of in-house hydraulic modeling, Weaver Engineering can effectively evaluate the capacity and required sizing for our clients' wastewater collection systems.

To address the needs of many of our clients with aging collection systems, Weaver Engineering also provides expertise in collection system rehabilitation projects.

Wastewater Mapping and GIS

Weaver Engineering has provided wastewater system mapping services for decades to a wide range of clients with varying system complexities. Wastewater system mapping has evolved over the years from hand drawn maps, to maps created through CADD, and now to maps generated from the use of Geographic Information Systems (GIS) technology.

Wastewater System Modeling

Weaver Engineering computer modeling services incorporate the experience gained after evaluating numerous wastewater collection systems. Evaluations of wastewater systems can include analyses of pump stations and associated gravity lines and force mains.

Using sophisticated Sewer CAD modeling software, Weaver Engineering has developed innovative techniques and customized programs for modeling wastewater systems. Through our computer model development, we can determine available capacities and required improvements for a range of possible operating conditions. As such, we have the knowledge necessary to complete effective wastewater modeling for systems with different characteristics and environments.

Wastewater System Master Planning
Clients frequently request Weaver Engineering to develop Master Plans for wastewater systems. Part of the master planning process includes performing cost analyses of proposed system improvements, expansions, and acquisitions. This detailed planning may include population projections, design flow projections, infiltration and inflow analysis, cost-effectiveness analysis, and environmental consultation. These master plans may address an area's future wastewater needs and the infrastructure required to meet those potential demands. In such cases, planning services can include population projections, flow projections, and an inventory of existing collection systems and treatment facilities in the planning area. Regional, private, and public utility requirements may be evaluated to determine the future needs of the planning area. The result is a reliable plan that will be an effective administrative tool.
